Gradual Introduction of Coercive Instruments in Climate Policy
2008
Abstract
Acceptance is the key problem of carbon taxes. This chapter is about acceptance building, ie devising a mechanism for the gradual preparation of the population and the economy in order to implement a carbon tax. It draws on experiences in Switzerland, where voluntary approaches were combined with a carbon dioxide (CO2) tax.
